I see two possible outcomes - firstly, they utterly fail to translate an allegorical story about post-WW2 Japan to present-day New York City and make a complete mess of it. Or, they somehow succeed in making it work, in which case they'll have had to change so much that they won't really be making Akira any more.
Much as I like the work of Waititi - Ragnarok is the best MCU movie by a very long way, and Wellington Paranormal is superb - I rather fear it'll be the former.
Also my usual complaint with anyone trying to adapt anything longer than a short story applies - "why are they making a movie? Movies are too short and too limited. Something this big deserves a TV series, where it can stretch it's legs and tell it's story properly"

This is going to end like ghost in the shell.
