Cirque use an almost entirely IATSE based crew, I cannot speak to their talent but their union staffers will be fine. The entire entertainment world is in the same boat, but the IA has actually done a really amazing job fighting for both union and non union people in the industry. I worked a few Cirque road shows back when I was in college and it was an amazing experience.
Ultimately after the dust has settled I don't see COVID19 affecting the arts as badly as they are decimating the restaurant industry and small businesses.
