This is a super interesting development, as this is a non-SKS, GDPR-compliant key server that is acting as a non-WoT identity anchor; keys on the key server are guaranteed to be associated with the e-mail accounts they claim to be associated with, so long as you trust the OpenPGP Working Group. Further, one and only one key is permitted per e-mail address.

In concert with their upcoming integrations with Enigmail and other encryption clients, this is a big win for discoverability and a huge step forward in making encrypted e-mail more usable.
