    It may be a DNS problem, or it may be blocked at the Internet router.

    Probably the first thing to do is to set up an http server (with nothing important on it) without TLS and connect to it from the command line from some different machines and see what you find. You could also use ping and traceroute. Try both the IP address of the machine and DNS.

        Another thing to consider is that you may have special permissions if you're logged in to Google. If you use whatever is Firefox's equivalent to Incognito Mode, does it still work? And are you using a VPN?

        You could also try a different outside service in place of SSL Labs to see if there are similar problems.

            I'm not an encryption expert either, but it looks like TLS 1.0 probably should be disabled. If this service is supposed to be used from browsers, it would be a good idea to test from more of them.
