I would think Iceland has a far higher % of people being tourists that aren't counted as living there. Not that they get super high number of people, but it doesn't take much to cause an imbalance when you have so few people overall.
The economies of scale for such a low population are going to suck too.
Since I was curious:
Compared to Iceland's population in 2019 which is only ≈362,860. So you're probably correct that it skews the numbers, and I wonder if any other countries have such a high number of tourists compared to their population.
