      Isn't the point of the story that Microsoft was breaking the law but doing so in a deceptive way so it was harder to catch? Which will also always happen. And when caught, they...

      Isn't the point of the story that Microsoft was breaking the law but doing so in a deceptive way so it was harder to catch? Which will also always happen. And when caught, they lobbied/bribed/convinced the elected officials to make it harder to enforce/more of this legal.

      So I guess my question is who is the "they" in "Maybe they should change the laws"?
