Isn't the point of the story that Microsoft was breaking the law but doing so in a deceptive way so it was harder to catch? Which will also always happen. And when caught, they lobbied/bribed/convinced the elected officials to make it harder to enforce/more of this legal.
So I guess my question is who is the "they" in "Maybe they should change the laws"?
