    If you've ever been in the vicinity of a concentrated animal feeding operation (CAFO is a regulatory term of art), you'll understand why this is a big deal.

    The ammonia and hydrogen sulfide emissions alone are hazardous to health, not to mention the biological and environmental hazards of waste lagoon overflow, but there's rarely any enforcement.
