I get the impression this is just a problem with the industry and possibly capitalism. Running a restaurant is hard and to stay profitable you have to optimize for profitability. Established owners can't try new things or value reducing food waste without potentially upsetting their shaky profitability.

Ideally I'd like to see a move towards showing exactly what a meal is going to be, whether that's through models like japan or pictures of every meal. Then simply let people pick their portion sizes as part of the ordering process. It has to be variable because people themselves are variable. My SO will eat significantly less than my huge football playing cousin and it'd be nice if that was accounted for.

There must be a workable paradigm for restaurants that can offer lesser sized portions on the plate served to the customer with the ability to add an additional helping, if requested. From the rare times I eat out, it seems like too little or too much, the latter of which I don't leave the establishment feeling short-changed.
