When I was chatting with my mom the other day she mentioned that a lot of restaurants near her are selling their ingredients. Both as a way to help out and to generate some extra business since their sales have evaporated, they're going to have a lot of raw ingredients just sitting around. So maybe call a few local places and see if they'll sell you some flour?

I'm going to echo my other comment (which I saw first) and say Smart! Thanks :)
Similarly, try calling local bakeries. We have found some selling flour here
Smart! Thank you :)
