I haven't played 76, so I'm curious about the motivations behind this. Is this happening simply to settle scores and cause chaos, or are people doing this because there are in-game benefits to doing so? Does the killed player receive any sort of penalty for dying? Is there a way for a player to avoid getting griefed in this manner if they've been targeted?

Mostly the former, plus to some extent the desire to role-play imo. There are very minimal benefits; if a player has already attacked someone else, the game puts a price on their head that anyone who kills that player can collect, but it's usually in the double digits to start. (Note: the max "caps" or currency you can have on any one character is 25,000.) The killed player will drop any "junk" (crafting resources) they're carrying for others to loot (but anybody can loot it), and they will drop a portion of the healing items they're carrying if playing in Survival Mode (see below), but I'm not sure if those are lootable.

Does the killed player receive any sort of penalty for dying?

Aside from dropping the aforementioned stuff, no. You can immediately respawn. Indeed, when Fallout 76 launched a major complaint was that PVP was pointless because there were so few consequences and so little reward.

There are 3 game modes in FO76: Adventure, Survival, and Nuclear Winter. The last is a battle royale; the article isn't talking about that, and what they describe would be impossible there anyway. In Survival mode, everyone is flagged for PVP at all times. The last part of the article where the author was used as bait had to have happened in Survival. Avoiding the bounty hunters in Survival would be basically impossible afaik. In Adventure mode, if player A attacks player B, B will take almost no damage until they retaliate, at which point both players do full damage. If someone attacks you and you ignore them, there's nothing they can do. Also, you can turn on "pacifist mode," which prevents you from doing damage to others and thus flagging yourself for PVP by accident. Additionally, you can log off at any time; the scenario that opens the article had to have happened with the victim playing along, either because he was in on it or just wanted to role-play. He could have logged off to escape with no consequences.

Note: I haven't played Survival mode, so there may be some minor inaccuracies; for instance, I'm not sure if you lose caps on death or if someone collects your bounty after you attack someone else.

Nnnngh, that's awesome. Reading stuff like this makes me want to pick it up; I have one friend that's heavily trying to coerce me and some others to get this game, but... it launched so unpolished, and it doesn't feel like it's got all that big of a playerbase, right?

I really just want to wait for some other game to do it better/am hoping they'll launch a Fallout 77 with vast improvements.
