It applies to anyone who has been in the Schengen area within 14 days of planned travel to the US, not simply to flights from the Schengen area, so this at least makes a bit more sense from a containment perspective, though the UK exemption doesn't: the way he described it, flights connecting through Heathrow would have been fine. It also doesn't apply to cargo, which makes a bit more sense as well.

Does this really help anyone? There's an additional layer of screening, but now people are taking unnecessary flights and lingering around airports they could've avoided.
