I think it's more likely that he was trying to pull a Nixon, so he could try to time the release of any vaccine to coincide with when it would be most politically advantageous to him.

This article basically rewrote the one I read yesterday and assumes more blame against the Trump administration instead of leaving it as mere speculation.
For all we know, Trump could be trying to move the operation to US soil so that he can claim how Americans are so great and the first to develop a vaccine and how he was the one to push for that happening. It is election year after all and Trump needs to look like he is doing something for the American people.
