      Testing and reporting limitations are everywhere. Many people who likely have COVID-19 are being treated as such, but not tested or not reported as "confirmed" cases. In the U.S., at least, private lab results aren't being combined with public testing results at the state level.

      From the news stories at the time of the crisis peak in Wuhan, there were many reports that ill people simply couldn't get seen for testing, and may have died before they reached the hospital for confirmed case counting. There have been similar reports from Italy and Spain. Satellite photos of mass grave sites in Iran don't correspond to reported mortality numbers. I've seen no reports on postmortem testing anywhere.

      The dust isn't going to get settled until we see overall mortality reports and can infer likely COVID-19 deaths from the spike in numbers.

      I don't think the low reported numbers out of China are necessarily indicative of a deliberate plot to burnish their image internationally - as this article notes, China is as much in the dark as everyone else.
