Actually, if you read the fine print... So, 136 people chose to die. 136 applied for approval under the scheme. However: some people were assessed as unsuitable; some people died of other causes...

some people died of other causes before getting to the final stage;
some people got approved but haven't applied for the medication yet;
some people have received the medication but haven't taken it yet.
Only 52 people have actually died under this scheme (to date).
