    There is something like that, though it's fairly new: Toy-Cycle. It's a service where you can offer and get toys for free as your kids grow in or out of them. There's a subscription, but it's all of $2/mo.

    Tangentially related, but Istanbul has a museum of toys. I don't think they lend the toys but they have many events for the kids including making or decorating toys.
