This study gives a new perspective of how the Swedish non-ratification is affected by the process of internal colonialism that is characterized by irresolution. The capitalist market forces and history writing as a grand narrative also seem to have an effect on the Swedish non-ratification.

I confess I have not read the whole paper, merely skimmed the concluding remarks. The issue seems to be summed up well by the paper's abstract at the beginning. A mix of colonial hang-ups and a fear that ratification will prevent potential future profiteering from the region.
