I'd love to see the Hague try to actually enforce this law. Seriously.
This is the international version of the old man standing on his porch shaking his fist. People like to talk, they like to have conversations, but they don't actually want to do anything.
This is still a positive step, for example when John Bolton inevitably convinces Trump to invade Iran it will be a convenient rallying point for the opposition. And if there ever comes a time when more sane governments are in power we can go back and formally charge these people for their actions.
So will the Hague form their own "Mossad" who will come hunt down these recalcitrant world leaders? They have no jurisdiction outside of the Netherlands.

Why are you so incredulous? Why is the it so unthinkable that in the future heads of state will cooperate more with the international court system?
