The first part displayed on the web page is the highlight, but the whole testimony is a eloquent and rational defense of public investment in basic scientific research. The highlighted excerpt appeared on the front plate of a book I once read on the Apollo program (the name escapes me), which is how I first came across it and it has stuck with me since.
