I was especially interested by the focus on social capital at the end of the article. I can say from experience that this is extremely important, and it really seems like something that can be improved on a wide level without too much crazy policy change: simply find people who are willing to mentor young people in poor neighborhoods and get those relationships started. I'm definitely going to be looking into programs like the E2D thing mentioned in the article or mentorship stuff that I might be able to help with.
