I don't think this is how our future will look, if only because we can't bulldoze our existing cities to rebuild them in a modern or futuristic way.

This entire thing seems more like a person with a lot of money being surrounded by people who either

    a. want some of dat cash

    b. don't want to get tortured and/or die

So they'll continue saying yes, various contractors will of course oblige and do their jobs, such as the law firm in Wall Street developing a new legal code to govern Neom, they'll get paid a ludicrous amount of money and not worry if the city ever gets completed. Why would they? The Saudi Arabian court has too much money to spend, and if you don't have any moral qualms about that money, you're free to take it for any reason.

So I don't think Neom is the future, not because of constant surveilance, no personal freedom and of course living under a dictator, but simply for the fact because it is too clean.
