    there are a lot of things that are pretty fucked up with this story, but by far the most fucked up aspect has to be how one little government fuck up which could have been easily rectified if it'd be handled appropriately (and was itself the result of a failure of oversight) instead led to minh being repeatedly victimized and traumatized because it wasn't, and then was made worse because the police and government proceeded to actively obstruct and stonewall efforts to do anything about that in an attempt to damage control their fuck up. literally none of that needed to happen.
