      Closing its base means that the airline will continue to fly to and from Stockholm Skavsta Airport, but will not keep planes or staff at the site.

      If the title had been "Ryanair will stop flying to Nuremberg and Stockholm..." then I agree with you it is misleading. But the airline is closing their base of operations in both airports. They will no longer be operating from these destinations.
