My god, movie budgets really do not make any sense anymore. When I look at the most visually impressive movies I can think of the budgets don't get anywhere near that high. The closest I got was with Valerian at $223 million (which is, by the way, the most expensive independant movie of all time), followed by Cloud Atlas at ~$143 million (which was the most expensive independant movie of all time at the time of it's release).

And then I think of the movie which was actually the single most visually impressive film I've ever seen and I come up with Redline which supposedly cost only $30 million but was still rumored to be the single biggest reason why the studio who produced it went through bankruptcy.

But then again, these budgets tend to include the money they spend advertising the films, so I can imagine that maybe half of the budgets for each of those major films you listed could have been spent entirely on advertising.

The budgets listed do not include advertising. And I think in many cases they include tax breaks, so the raw dollar production budgets are higher. Pirates I know was expensive for three reasons:...

Pirates I know was expensive for three reasons: Shooting on water is expensive, shooting in 3d the way they did is expensive, and Depp’s salary was incredibly high.

The Avenger’s films are high because of salaries. Age of Ultron is higher because they still shot many scenes on location. Which is why the budgets of Infinity War and Endgame are lower, because they only shot on sets. Endgame and Infinity War were also shot back to back which helped reduce the budgets.

Often one of the most expensive parts of a science fiction or fantasy production are not the visual effects, but the sets and props that have to be made. The setting of a live-action film can have a profound impact on its cost, where in animation it has virtually no impact.

Talent salaries are also a big component, and I think a big driver of the cost of ensemble films like Avengers and Pirates.

There's still a good shot that it can. Not guaranteed, or even likely, though; It would probably need to make over a billion dollars for that if you use the rule of thumb that it needs to make...

There's still a good shot that it can. Not guaranteed, or even likely, though; It would probably need to make over a billion dollars for that if you use the rule of thumb that it needs to make roughly 3x what it cost to make. It sounds ridiculous on the face of it, but two of the movies in the franchise already broke that barrier.

      Per Box Office Mojo:

      Movie Gross
The Fast and the Furious $207,517,509
      2 Fast 2 Furious $236,350,661
Fast and Furious - Tokyo Drift $158,964,610
      Fast and Furious $360,366,870
      Fast 5 $626,137,675
      Fast and Furious 6 $788,680,968
      Furious 7 $1,515,341,399
      Fate of the Furious $1,236,005,118
      Hobbs and Shaw $759,056,935
      F9 $726,229,501

They've been trending downward for the past few entries, after peaking with 7, which had the added push of being seen as a tribute to Paul Walker.

But I think it's fair to discount the grosses for both Hobbs and Shaw (because it was a spin off and not a mainline entry in the series) and F9 (because of the pandemic).

Even so, if it matched Fate of the Furious in terms of box office, it would still be a stretch to be profitable. I'm sure there will be a massive advertising spend for this movie. For F9, they literally held a massive concert in Miami just to promote the trailer.
