On the worse side of things they'd be selling the children to Chinese couples who aren't related, on the slightly better side they are in fact arranging the surrogates for bio parents, but got .... Greedy? I guess?
Money doesn't seem to have been the issue with multiple nannies. Someone is financing the surrogacies.

Maybe they got started years ago when the money was flowing, and then China has an economic downturn, and this year the US instability around birthright citizenship.... Which means the 15 kids are somehow leftover inventory.
If they had hired normal nannies this case could have gone on for decades without anyone knowing. Assuming the children could be places in "regular adoption homes" before much of their memory sticks.

I feel so bad for her and other surrogates. Two thousand dollars is a "paltry" sum for something they must have been doing out of the sheer goodness of their hearts, to help struggling families. To have it turn out like this.... I hope the surrogates who know about this all gets custody.
