Now that I have cooled off, what do you do at this point, there is obviously a disease in the human condition that causes this abhorrent behavior. This is happening in every society, in every subsection of the population. Where do we begin to comprehend this problem I don't have answers all I have is questions.

Child sexual abuse causes significant long-lasting harm to the victims. It's important that we do all we can to reduce offending behaviour against children. If we want to eliminate something we need to understand it so that we can take evidence based action.
Current research suggests there are measurable biological differences in paedophiles, particularly in the white matter of the brain.
Paedophiles are more likely to be shorter than the general population (by about 2 cm); left handed (30% of paedophiles are left handed vs 10% in general population); have lower IQ (10 points lower); and scans show differences in white matter. There's a fairly strong theory that the white matter signalling is incorrect. When regular people see a child they are somewhat protective. When paedophiles see a child that signal crossed and they are sexually aroused.
There are a small number of dangerous offenders who cannot be treated, just as there are a small number of people who commit violence against adults who can't be treated. These people will keep committing offences. At some point we'll have to accept that we cannot treat these people, that they'll evade monitoring, and that to protect the public we need to keep these people locked up.
But there are also paedophiles who recognise that offences against children are wrong, and harmful, and who want help to stop them committing these offences.
The way our current systems work they are unable to get this help. Some doctors have a legal duty to report these people to local law enforcement / child protection agencies. This means that low-risk people seeking help to prevent their potential offending behaviour are disproportionately penalised, while high risk people who seek to hide their behaviours are left untreated and unmonitored.
