Small note, I'm know Chinese investors get tossed around a lot and honestly feel it's insensitive, if not out right racist. Vancouver has a huge Chinese Canadian population and I can't help but feel were not really differentiating between them.

This is not a bad idea. When houses become an investment it can quickly ruin the local housing market.
They should do the same thing in British Columbia, my Canadian friend says that the housing market is out of control because of Chinese investors.

I don't understand how that would be racist or even insensitive.
