I came across this article and read it earlier and came to the same conclusion. How else do you explain this nonsense?
Intentionally creating second class citizens doesn't make much sense as policy. I believe the goal is simply the stated one; to find and evict illegal immigrants with fraudulent birth certificates. A few thousand innocent citizens getting hurt in the process seems totally worth it to the psychopaths making these decisions.
Taking away the passports of likely Democrat voters (making it harder for them to vote) is of course a nice bonus.
I might argue that the effect is the same regardless of the intent. In ignoring the rights of those few thousand citizens, you create the groundwork for going the next step further in the pursuit...
