    This is a bit of a doozy. In the 9th congressional district in NC, election fraud was speculated when unofficial results indicated Mark Harris (R) won by 905 votes over Dan McCready (D), and all the unaffiliated absentee ballots managed to vote for Harris. In the 9th district, only 19% of voters were registered Republicans (and 39% unaffiliated), but Mark Harris had 61% of the votes. McCrae Dowless, a Harris campaign worker, collected unaffiliated ballots and either:

    1. If they did not fill in anyone for the Congressional race, mark the ballot for Mark Harris,

    2. If they voted for Dan McCready, they switched it to Mark Harris, or:

    3. Just threw the ballot away altogether.

    The NCGOP was decrying the decision against certifying the results in the district (a 9-0 vote on a board of 4 democrats, 4 republicans, and 1 independent), although it is very telling that they did not dispute the allegations made by voters in the district. I am very glad the board of elections did not certify the results. The fact that the Harris campaign would go to such measures is disgraceful and flies in the face of all the NCGOP's efforts for cracking down on perceived voter fraud (which has always gone the route of disenfranchising democrats). I have said before that the NCGOP should focus on the mail-in absentee ballot because it is the easiest to commit voter fraud with, and this only strengthens my views that mail-in ballots are wildly insecure and susceptible to coordinated election fraud pushes.

    Some of these ballots were from workers on the Harris campaign going to unaffiliated and democratic voters' houses, asking residents to fill out a few races, then bringing them back and doctoring them as needed. This should have been suspicious since a) it is illegal for campaign workers to do this, b) the ballot should have been placed into an envelope and sealed rather than given to the worker unprotected (your vote is supposed to be secret), and c) saying "she would finish it herself" should indicate that that ballot is going to be filled in more than you expected. The people who got duped by the Harris campaign staff might have been ignorant of election procedures or just ignorant of a lot of things in life, and we should (IMO) teach how elections are supposed to run in civics classes so people are more likely to be able to spot this for what it is: election fraud and rigging. I would also recommend the NC board of elections make it clear on absentee ballots that they MUST be placed in an envelope, sealed, and signed by them with no assistance (with a phone # to the state BOE to ask any questions about potential fraud), although many people skim or outright ignore instructions, so I'm not sure how effective that would be.

    I changed the title a bit because it felt more appropriate to put the subject of this debacle first.

    Edit: According to this article by 538 (which I found in this thread on r/NorthCarolina), it seems the fraud may go back to 2016. Even if he didn't need those votes to win, it still makes my blood boil that anyone would sink this low to try and pull multiple elections in their favor.

    Edit 2: Voter fraud -> election fraud because voter fraud is individual voters knowingly voting twice, election fraud is an attempt to rig an election by a group or party.

    Edit 3: Andy Penry, chairmain of the NC State Board of Elections and Ethics Enforcement, has resigned. This is not due to any scandal, but because the NCGOP is insisting since he is a democrat who has been critical of Trump on Twitter, this must be a partisan hoax, and Andy Penry wants to ensure the investigation remains neutral. Hopefully this doesn't end up with the investigation being shut down.

    Edit 4: Mark Harris' campaign may have also committed election fraud in the May 2018 primaries.
