I don't really have the time to go through the FBI document to see what was exactly being said, but it sounds like some of the terminology was appropriate - that is to say a group has targets and even potentially "victims", even if those "victims" are terrorists. I'd personally use another word given the connotations and my lack of sympathy, but that's just me.

HOWEVER, it sounds like the investigation was only launched after that member was stabbed at a protest by a neonazi/fascist/kkk member and the investigation was aimed at a victim, and that is just straight up fucked. I'm glad no action actually came out of their findings (perhaps they feared the political repercussions?) but it sounds like there's some serious issues with our law enforcement culture on all levels.

This shouldn't surprise anybody. The FBI is a product of the Red Scare, founded by a closet case whose hard-on for leftists was only matched by Joe McCarthy. Furthermore, US law enforcement has always been about keeping poor people and brown people in their place. "Protect and serve" means protecting and serving rich white people in the US, and it has always meant that.
