    I remember watching an "underground" i.e. non-official documentary on this exact topic that was from ca. 2003 when I was in college.

    Back then the province government wouldn't acknowledge the issue and so there was no compensation and no change in practices.

    This one situation is probably a drop in the bucket literally. Paying for plasma means that it's often the poorest of the poor who participate in the programs, and they have no idea their health is being put at risk.
