      "Hard on crime" assholes that don't understand they're part of the problem, mostly. Extreme offenders or those that show they are a danger to the general population or in danger themselves get solitary time, as far as I know. I don't understand how solitary would put them in any condition to return to the general prison population. Prison itself is a detriment to the mental health of inmates and if we're looking to rehabilitate and reintegrate prisoners into society we have to seriously reform the prison system and its practices.

      This is all starry-eyed talk, though. I know there are some prisoners that will never be rehabilitated and cannot function in "normal" society. Maybe there ought to be a split. Rehabilitation facilities, for those capable, and true prisons, for those incapable. Or maybe that already exists with supermax prisons being "true" prisons.
