    This seems like a bit of an exaggeration and giving more credit to the nazis then they are due here. Its kinda hard to start some mass riot when there are only a dozen white supremacists.

      If it's based on intelligence, then I'm inclined to believe the Police Chief that the Nazi's wanted a violent result. It doesn't have to be a riot for risk of life or limb. It took one man with a car and a dream to put nearly 30 people in a hospital and one in the ground at Charlottesville.
      Given that alt-right individuals often communicate through avenues such as discord, I imagine the police had a persona they utilized to gain access to a channel for the event and learned their intentions from there.
