Note that the title should be read as Finland during it's Council of the European Union presidency and European Commission plan to lay groundwork for carbon neutral EU by 2050. The Council presidency rotates every 6 months to a new country. Most countries use their presidency to push a certain issue. While the Council acts as upper chamber of the legislature (with the Parliament being the lower chamber) compromised of the Member States' ministers responsible for the debated issue, the Commission is the EU's executive, with a President and one Commissioner per MS acting as one united body
