If there was ever a time for NK to have an emergency destabilising regime change without having to worry about international interference this is probably it. Nobody on the planet is going to want to deal with the possibility of a bunch of crisis-triggered refugees and there could even be an international effort to prop up the regime rather than try to deal with it. China and SK at least are in no position to open their borders in the slightest.
