The system isn't made to discover issues at the time of abuse, it's to discover them en masse carefully and directly. It's up to the people to abide by laws and election rules, and not the fault of the election system that discovers them.
We have very little election fraud in any major election because the system has multiples of safe guards for verification and process that have worked increasingly well.

The problem with online voting is that this can't be done in a way that ordinary people will be able to trust the results. The hard part is the secret ballot. If our votes were public then it would be easy to verify, but this isn't a good idea because would allow selling your vote.
(It can be done with cryptography, but most people wouldn't understand how it works.)
