African researchers say they face bias in the world of science. Here's one solution.

    That's pretty cool. Maybe one thing people don't know about scientific journals is that they have an editorial line ; the editors will often reject outright papers when they think it's not a fit for the journal, or they don't like the subject or approach, etc.

    Looking at some the publications in Scientific African they often seem very "local" and limited in scope (e.g. "Exploring the perception and impact of helicopter noise: A case study of Mgbuoshimini community, Nigeria") so I think creating a new journal is indeed a good solution.
