To be fair, the details on the visa haven't been explained yet, but on the surface it appears that they're raising the bar from ~1 million dollars invested into areas that could really use an infusion of money to simply allowing the even wealthier to buy a golden ticket from the government.
It looks like it's going to remove potential investment from areas sorely in need of it in favor of inviting additional oligarchs into the country for a fee paid to the government. It just gives me an icky feeling that they're aiming to actively build up a citizenship of oligarchs elites to rule over the masses.

Oligarch-level wealth means you operate outside of the law. These visas are probably for only moderately rich people that want to move to Florida or California as permanent residents.
