From my experience (working in the industry, but as a computer tech with limited exposure) all the DOD companies overcharge and underdeliver, resting only on the vague notion that they're "reliable" because they're a brand name. I'm not Elons biggest fan but SpaceX really does deliver, and at a good price.
Edit: I was in the past, technically, a SpaceX shill.
Whatever people may say about them, I think that SpaceX is causing and will continue to cause a big disruption in the launch vehicle and spacecraft industries. Even if they're behind schedule...

Even if they're behind schedule sometimes, they eventually deliver what was promised and typically blow the doors off of everyone else's final price-to-getting-the-thing-in-space.
