According to the federation’s rule book, wrestlers’ hair must not fall below the back of an athlete’s shirt collar, earlobes or eyebrows.

Wrestlers with long hair are allowed to wear a hair covering that has to be “made of solid material and nonabrasive.”

A referee wouldn't allow Andrew Johnson of Buena @brhschiefs to wrestle with a cover over his dreadlocks. It was either an impromptu haircut, or a forfeit.

Dreads are abrasive and oily. It would be painful and unsanitary to wrestle someone with dreads that weren't fully covered. I've wrestled.... Even if they were fully covered, the head is used a lot for leverage. Dreads under a cover would still slip around and probably give the guy an advantage.

But the article mentions the guy using a racial slur against another referee so racist motives are reasonable to consider.

By all accounts, the young wrestler had already met the requirements. He had already competed in one match so his hair cover didn't offend the other judge.
