    xKeyboard is what I used to create all my own custom keyboard layouts on iOS/iPadOS, and it should be able to do what you want using a modified "Digit" keyboard. It's not free (you need to pay $6.99 in-app to unlock custom keyboard creation/installation), and it's kind of complicated/time-consuming to create your own custom layouts, but it's remarkably powerful. So instead of spending money on a single custom keyboard layout like Type Nine, you might as well get xKeyboard instead so you can create however many layouts you want, exactly how you want them.

        TBH, I've never tried to create as complicated or compact a layout as you're attempting with it. I have mostly used it to added various specialized characters to existing layouts in order to help...

        TBH, I've never tried to create as complicated or compact a layout as you're attempting with it. I have mostly used it to added various specialized characters to existing layouts in order to help me write markdown and do a few other things easier... so it's entirely possible it can't actually do what you want it to, and I unfortunately can't help you much in figuring out if it can either since I've never tried to add that many alternative options to a key. :(

            After playing around with it some more... it turns out you can actually have more than 2 candidates for the various number keys. It's just that the extra candidates are shown slightly off-screen...

            After playing around with it some more... it turns out you can actually have more than 2 candidates for the various number keys. It's just that the extra candidates are shown slightly off-screen when you press and hold! So the issue appears to be related to the keyboard not being wide enough to display all the candidates, but if you add an extra Cell to the left/right of the existing number key rows then all the 2 key candidates show up correctly.

            E.g. I added a new blank cell row on the right side, and now all 2 key candidates show up properly: https://i.imgur.com/1aMfMqi.png

            Edit: And by adding one blank cell row to both the left and right, you even get enough space to add WXYZ as candidates to the 9 key too: https://i.imgur.com/Otqjo6Z.png
