TL;DW - The overheating issue has been identified as being caused by "not enough water" in the vapor chamber. Supposedly only a "small batch" of the cards have that problem, and the throttling only results in a "small performance delta". He also encourages customers who think they have one of the defective cards to contact AMD directly, or one of their AIB partners to get it fixed.
IMO, it sounds like he's trying to seriously downplay the issue, especially with his claims about how little the performance of those overheating cards is effected. And it's also a bit strange they're not issuing a recall on the specific "small batch" of defective cards, and instead leaving it up to customers to make the effort to reach out to them. But at least the cause has been definitively identified by AMD now.
