      I suppose it's possible that their backups were network connected and were similarly compromised, yet still. This otherwise seems to suggest that they're a fire or hurricane away from losing it...

      That said, maybe either of those two events would cost more than 600k to recover from, so who knows.

      On the third hand, how much data does a city of 35K have anyway? Is this like, literally they didn't spend 5-10K on a tape drive and safe in someone's office?

        I'm definitely being a little glib and cynical today, but long and frustrating experience means that I would bet very good money that this is the answer.
