For social media, we’d like this team to either find an existing decentralized standard they can help move forward, or failing that, create one from scratch. That’s the only direction we at Twitter, Inc. will provide.

I'm pretty cynical about it though; I suspect it's more just a bad application of the latest buzzword. I mean, seriously, who wants world-readable, unmodifiable history? How are you supposed to moderate that?
Sounds like similar to Mastodon which is built upon ActivityPub federation.

Yeah why reinvent the wheel, if Twitter implemented Activitypub it would automatically integrate with Mastodon and Pixelfed

I don't understand why AP isn't even mentioned. Did they really have no knowledge of it before making this announcement?
They probably don't want to say AP, because a lot of money is going to be thrown around for them to just use a standard lying around.
ActivityPub does already have a sizeable userbase. And, the work is already done, largely. Twitter just needs to write the Actor code.
