I think that ability (sort by top posts in set repeating intervals) is rather needlessly specific and, unless I am mistaken about what people mean by that, simply being able to sort by specified date/time ranges (something I know was intended to be included as a feature eventually but was just never added to gitlab) would serve the exact same purpose but be far easier to implement, as well as not require any custom UI elements since it could fit neatly into "other period" already.

Can anyone think of any objections to replacing "Add the ability to display top posts from specified repeating time interval" to "Add the ability to sort by specified date/time ranges"?

Yeah, I get that's what you were going for and agree it could be useful, which is why I added the following to the gitlab issue:

It could have a repeat interval function included as well, so if a user set the sort to most votes from Jan/01/2018 to Feb/01/2018, clicking "continue" (or something to that effect) would shift the range up by the same amount to Feb/01/2018 to Mar/01/2018, etc.

I just don't think a totally separate feature is necessary when it could easily be folded into the already planned one.

I don't quite follow... do you mean combining it with the "Next" button used in topic pagination? That's sort of how I envisioned the "continue" for intervals to work... basically replace "Next"...

That's sort of how I envisioned the "continue" for intervals to work... basically replace "Next" with "Continue" on the last page and have it shift the interval up the same amount that was set by the user.
