The exemplary blue border gets overridden by the yellow linked-comment one when you use a permalink. Get rid of the #comment-3lb1 and you should see the blue border. E.g....

I don't know if I'm a big fan of the color coding. First, it's an issue with color blindness but maybe the colors are safe, I dunno. But just generally, it's not very intuitive. I still don't know what's yellow lines, red lines, etc. Don't see it explained anywhere, either.

Not having some additional form of identification for features like these cripples the ability of people with colorblindness to engage with the site. Something as small as a star or dot would suffice, but color can't be the only indicator unless we're sure it's a color that will work.

You're right. I just checked and exemplary is higher priority than own-comment. I must have been thinking of something else.

I don't think they're safe either, it can be hard to tell whether the line is black, blue or purple.
