Just checked on my iphone and ipad and while it's a bit small, it's still perfectly legible to me and the size doesn't bother me at all. I can still make an issue for it though, since perhaps it could be adjusted on mobile at least. But if it really bothers you even on desktop, you could always use Stylus or some other userscript extension to adjust the small { font-size: 80% } to something larger.

Given that most forums don't support smaller-than-usual text and people are likely to adjust their browser settings to read the main body text, I'm questioning whether small text is worth the trouble? But it's a design preference rather than something I can't deal with. (My wife jokingly asks how I can read such tiny text on my phone.)
So far, I'm not liking the small tag. Regular size text is the size I want to read and smaller is too small. (Particularly on mobile.)
I can make a gitlab issue for increasing the <small> size font on mobile if you want.
