New deadline by which only zero-emission new vans may be sold in Norway will no longer be 2025, but 2027

I don't see how it's remotely implied that zero-emissions means that manufacturing as well is carbon neutral. The article itself is pretty clear that they mean electric vehicle registrations, and that the deadline for smaller automobiles hasn't been moved -- and if anyone's gonna reach 100% of newly registered vehicles being electric, it's Norway, as the proportion of electric vehicles of there is already crazy high.

Manufacturing batteries is also environmental costly in its ways, but switching to electric vehicles does have environmental benefits beyond just their carbon footprint. Cars (especially diesel cars) cause a ton of air pollution that's unpleasant to live around in addition to bad for the environment. Oslo has in the past done temporary bans on diesel vehicles in the city on days with high air pollution -- I'm told they do this because the air pollution "settles" in Oslo and can't escape easily. I don't think electric vehicles are anything close to a panacea for environmental problems, but they are absolutely a huge improvement in this regard.
