It's less triumphant, because the existing traffic issues were less overwhelming, and because there was poor communication with drivers, implementation issues regarding the details of the toll area, and cost and timing overruns on the transit project that was rhetorically linked to the congestion pricing.

    In a way it's good to see that even with those communication and planning issues congestion pricing still succeeded in encouraging alternate transport, limiting pollution, minimizing road noise, etc. And the implementation here should be an object lesson to other cities: it'll be beneficial, but you'd better make sure your implementation and communication strategies are well done.
