I was submitting text topics via Surfboard to test a theory. And that theory does appear to be correct. There is something broken with the way Surfboard handles text topic submissions, which causes them to error out in the app, but still post the topic to Tildes. That is then causing people to click "Submit" repeatedly since they think their submission failed, which is what has been causing so many duplicate Text Topic posts lately. :P
