Several states have anti-SLAPP laws on their books, but many do not.
The question in that is whether OSHA are allowed to investigate after a complaint has been withdrawn, even if they know it’s been withdrawn under threats. I would assume that yes they are, and they don’t need a complaint at all to investigate something?
On reflection it was a bit of a silly question. That all seems obvious now you lay it out. I agree with your initial post that this warrants an investigation
